Assistant Finance Director
Job Description
Assists the Director of Finance in the overall operation of the Finance Department; responsible for tax collection and is empowered to enforce the income tax rules and regulations as set forth by City Council; performs various accounting functions as assigned. This position serves as the Assistant Tax Commissioner/Assistant Treasurer, aiding in the oversight of the City’s overall revenue collection. This position may also perform the duties of the Director of Finance in that person’s absence.
Essential Functions
- Responsible for organizing the work schedules and general supervision of all Finance Department personnel.
- Assists the Director in the administration of banking and investment services.
- Assists in the preparation of the annual tax budget, annual appropriation document, and other related annual reports as assigned by the Director.
- Assists with monthly tax and finance reports as required.
- Assists with the recording of municipal bonds and notes.
- Assists in staff development sessions for all Finance Department personnel.
- Computes and audits City tax returns and assists taxpayers as needed.
- Assists tax personnel when necessary in auditing complicated returns or in explaining complicated liabilities to taxpayers.
- Attends Board of Tax Review, representing the City in tax cases.
- Operates a computer to enter and retrieve information and prepares related reports as necessary.
- Assists in payroll and budgetary processing and prepares other computer reports as needed.
- In an emergency situation, may perform any duties of a departmental employee as deemed necessary.
Essential Skills, Knowledge, and Abilities
- Extensive knowledge of fund accounting.
- Ability to supervise and coordinate financial activities.
- Extensive knowledge of income tax laws: Federal, State, and local.
- Ability to interpret and enforce the City’s Income Tax Ordinance.
- Ability to plan, organize, and implement new procedures.
- Ability to train employees in the functions of the department.
- Ability to write simple computer programs and create necessary reports.
- Ability to maintain harmonious relationships with employees and the public.
- Ability to prepare annual financial reports, including the C.A.F.R., P. A. F. R., and Distinguished Budget.
Minimum Required Experience and Training
Graduate of an accredited college with a B.A. in Business Administration, Accounting, or Public Administration or equivalent experience and education, plus at least 3 years in the finance function of a governmental agency, one year of which must be in a supervisory role. Have an advanced knowledge of Microsoft Excel, Word, and PowerPoint. Know how to create and maintain Portable Document Format files. Have the ability to understand and use basic Microsoft SQL Server Management queries and commands.
