Job Description

The Village of Lincoln Heights is seeking a skilled and dependable Heavy Equipment Operator to support the Public Works Department in the maintenance, repair, and improvement of Village infrastructure and municipal projects. This position plays a critical role in the execution of public works operations, including street maintenance, utility work, excavation, grading, demolition, stormwater management, and other municipal construction activities.

The Heavy Equipment Operator is responsible for assisting supervisors and crew members in all aspects of project setup, preparation, completion, finishing, and site cleanup. This role operates across multiple functions including earthwork, utility maintenance, and infrastructure improvement projects, while ensuring safety, efficiency, and quality workmanship.

Essential Duties and Responsibilities

Lead by example in maintaining professionalism, accountability, and safe work practices on all job sites.
Operate heavy equipment including excavators, backhoes, loaders, dozers, skid steers, dump trucks, and related machinery for municipal construction and maintenance projects.
Participate in daily crew meetings, project planning, and work assignments to support efficient operations and service delivery to residents.
Review project specifications, work orders, and plans to determine required materials, tools, and equipment before arriving at job sites.
Perform excavation and utility-related work including water line repairs, storm sewer maintenance, trenching, grading, demolition, and site preparation.
Assist with road maintenance, drainage improvements, snow and ice removal, and emergency response operations as needed.
Read and interpret construction drawings, utility maps, and project plans to execute work accurately.
Ensure all required job documentation, inspection logs, and equipment records are completed accurately and timely.
Contribute positively to projects being completed safely, on schedule, and within budget.
Maintain equipment and perform routine inspections to ensure safe and effective operation.
Adhere to all Village policies, OSHA regulations, and safety procedures.
Adapt to changing weather conditions and work year-round in varying outdoor environments.
Support other Public Works functions and special projects as assigned.

Minimum Qualifications

Minimum of three (3) years of experience operating heavy equipment in excavation, construction, utility, or public works environments.
Experience operating excavators, loaders, dozers, backhoes, skid steers, and related heavy equipment.
Experience with water line work, storm sewer systems, trenching, and infrastructure maintenance.
Ability to read and interpret construction drawings and project specifications.
Strong commitment to workplace safety and OSHA compliance.
Ability to work effectively as part of a team and maintain positive working relationships.
Strong problem-solving skills and ability to adapt to changing job conditions.
Must possess and maintain a valid Class A Commercial Driver’s License (CDL) with an acceptable driving record.
Ability to perform physically demanding work in outdoor environments year-round.

Preferred Qualifications

OSHA 30 Construction Certification.
Previous supervisory or crew leadership experience.
Municipal public works experience preferred.
Experience with snow removal and emergency response operations.

Knowledge, Skills, and Abilities

Knowledge of heavy equipment operation, maintenance, and safety practices.
Understanding of excavation procedures, utility installation, grading, and municipal infrastructure systems.
Ability to safely operate equipment in confined areas and around underground utilities.
Strong communication and teamwork skills.
Ability to work independently with limited supervision when necessary.

Working Conditions

This position requires regular outdoor work in varying weather conditions including heat, cold, rain, and snow. Work may involve exposure to dust, noise, moving equipment, and hazardous conditions associated with construction and public works operations. Overtime, weekend work, and emergency response duties may be required.

Located in the Mill Creek Valley, Lincoln Heights became the first African American self-governing community north of the Mason-Dixon Line.
